Minutes Board of Selectpersons of Sweden, ME

October 6, 2009

The meeting was opened with the Pledge of Allegiance. Present were Selectmen William Jones, Alberta Ridlon and John Smith and residents Jean Bouchard and Clerk Gibbons. John nominated Alberta Ridlon to be chair of the Board of Selectmen. Mr. Jones seconded. Voted (2-0)

Roads: It was reported that Mr. Clifford was afraid he might have problems with water on Hardscrabble Road near Ridlonville Road if the rocks were to be broken up. Mr. Smith asked if we got an estimate for road work from Mr. Drew before he does jobs. The answer was it had not been done that way. Black Mt. Rd and Lee Grey Road will be having ditching work according to Mr. Clifford. Ms. Gibbons reported that James Bruni and Billie Jean Ponzetti from the Oxford County FEMA office came in the office. They were finishing up work on the Oxford Hazard Mitigation Plan and needed to include condition of Sweden Roads. Ms. Gibbons had directed them to Hardscrabble Road, Plummer School Road, Ledge Hill Road, Perry Road and gave them the phone numbers for Wayne Miller and the Selectmen. John Smith volunteered to follow up.

The Credit Card from Key Bank has been issued to Frances Flint. There is no definite plan as to when the Hughesnet service will be installed and start.

Considerable discussion followed concerning tax payment issues and timely release of liens. There is one outstanding check for a considerable amount which the tax payer claims was cashed. Mrs. Flint is investigating. Another concern is access to treasurer's books which should be in the office at all times. The last Auditor's report mentions the fact that we always spend time working on reconciling the open tax accounts to the general ledger control accounts points to the fact that internal reconciliation of these accounts are not being done.

Mr. Bouchard asked for a copy of the Treasurer's Job Description.

Minutes of the Special Town Meeting Oct. 3 were approved. Minutes of the Selectmen's Meeting September 22 were approved.

Ms. Gibbons raised the issue of whether we continue to need to have 3 Selectmen's meetings a month. This issue was tabled.
