The meeting was opened with the Pledge of Allegiance at 6 p.m.
Paul Fillebrown of United Ambulance answered questions concerning the necessity of Sweden supporting the Ambulance service. Mr. Fillebrown stated that lack of support from Sweden would mean that there would be loss in level of care. The service is accredited with Paramedics on each unit and lack of funds would minimize stand-by coverage and increase response time. Bridgton, Denmark and Sweden contribute to the system, but Sweden's share is minimal due to the low call rate. There are 42 persons on the payroll.
Ken Forde and Jean Bouchard represented the Tax Advisory Committee. Mrs. Ridlon reported that she would be working with Mrs. Flint on Friday, April 10. It is believed that Mrs. Flint has some 23 lien releases ready to go. The Committee reviewed the situation and gave Mrs. Ridlon a summary of their work. Mr. Parmalee emphasized that we needed teeth in our tax laws. Liens for 2008 due taxes can be placed any time after March 15th, 2009. No liens were sent out for tax years 2003 and 2006. Foreclosure notices need to be sent Jan. 4, 2010 for 2007 due taxes. Mr. Willey asked that the committee stay in effect, but did not need to come to Selectmen's Meetings regularly.
Mr. Willey had nothing new to report on the Rubbish situation with respect to Lovell. Mr. Jones will talk to Lovell's Selectman Eastman if he attends the MMWAC meeting.
Winter Roads contract will be going out to bid. Mr. Willey is working on a list of roads and their mileage. Part of the bid will request information about the trucks the contractor would be using. Plowing and Sanding would be included in one price. We currently have a dry hydrant on Knights Hill Road near Beaver Dam Road. Others would be on Plummer School Road and Perry Hill Road and on Marr Road. Access to ponds will be investigated. The Town of Fryeburg charged $3000 for plowing Smarts Hill Rd. Mr. Willey will investigate whether it is cheaper to have Fryeburg do it or have our contractor plow and sand it. Mr. Willey will discuss the major paving and bonding with Mr. Clifford.
Town Meeting minutes were approved with a correction in Article 4 $8321.t3 should read $8321.73. Mr. Willey added to the March 24, Selectmen's meeting minutes: Robert and Terry Johnson have paid their 2004 and 2005 taxes in 2008. Two other listings have been reported as incorrect in the Town Report. John Clark had paid his taxes and Jerry Garari has paperwork that proves that the $26.98 owed on 2003 taxes was paid by Mr.Garari at time of purchase.
Crystal Libby requested use of the Town Meeting Hall for a Spade-Neuter Clinic for cats to be offered May 28th by the Rozzie May Animal Alliance ((603) 447-3477. They are a non-profit and the clinic would be co-sponsored by the Sewing Seeds for Life Food Pantry. They would charge only $40 for female cats and $35 for male cats, rabies $8 and distemper $10.This service would be available to persons of any income level. The Selectmen asked to meet with the responsible person to be sure that the floors were not damaged in clean-up. Customers would need to make appointments ahead of time.
Warren Noble stated that some of the Fire Chief's mail had been opened ahead of his receiving it. Mr. Willey will send out a memo about this.
