Minutes Board of Selectpersons, Sweden, Maine 6:00 p.m. March 10, 2009
The meeting was opened at 6:03 p.m. with the Pledge of Allegiance. Present were Selectmen Willey and Jones, Selectwoman Ridlon, Fire Chief Noble, Administrative Assistant DJ Curtis, Clerk Gibbons.
The warrant was read and signed. Wayne Miller, EMA Director for Sweden, said that the only course the Selectmen were required to take was ICS 700. Scott Parker had told Jane Gibbons that he thought it was a good idea for the clerk to take ICS 100 and ICS 700. She has now completed both courses independently.
DJ Curtis supplied the Selectmen with updated budget information. The difference between the proposed budgets, if LD 1 override is passed or not, is $36,000. The budget committee's recommendations for LD1 not passing are still $4,700 over LD 1 limit. If the limit is overridden the taxes will increase $150 per $100,000 valuation. If the limit is not overridden the taxes will increase $110 per $100,000 valuation over last years taxes.
Mrs. Ridlon reported that she had communicated with Tax Collector Flint and would be helping her with lien process. This week she will help Mrs. Flint prepare the town reports for mailing.
Fire Chief Noble stated that there is a severe mold problem in the fire station and that the roof needs repair. He mentioned that he would be willing to go to Bangor to pick up the 25 flags and Veterans Memorial given by the Cole Foundation if the town would pay transportation costs. He suggested that the oil for the Fire Station be put on a 3 week delivery schedule and advised that we install a locking cap.
Mr. Jones reported that he had received a response from the State Department of Transportation (Michael Laberge) who stated that Stimulus money can only be spent on Federal Roads. Mrs. Gibbons gave Mr. Jones a booklet on resources for the Federal Stimulus package which she had downloaded that day. The Fire Department Association is seeking information on grants to build fire stations.
Mr. Jones circulated a letter for the Moose Pond grant application.
Mrs. Ridlon reported that there is a significant hole on Hardscrabble Road near Marr Road. Mr. Willey will notify Rob Drew to have it filled with sand at this time.
Mrs. Gibbons asked it the town wanted to have her become a Notary Public at town expense. The Selectmen all thought it would be good idea for her to take the training. There is a conference April 16 in Portland. She is not sure if this date conflicts with a family visit from people coming from California.
