Minutes, Board of Selectmen, Sweden, ME

October 28, 2008

Present: Selectmen Willey and Jones, Fire Chief Noble, Admin. Assistant D. J. Curtis, Clerk Gibbons. Meeting was opened at 7:00 with the Pledge of Allegiance. The Warrant was signed.

Tax Committee: Mr. Jones reported that the committee met with Tax Collector Flint. The Committee gave her a list of concerns. There are new forms in the procedure book. Liens and release of liens were issues of concern.

DJ Curtis “ Mr. Jones stated that adjustments to the Rubbish collection account need to be made due to the rapid fall in gas prices. D.J. reported that she had not been able to reach Ed Ryan to act as moderator for the Nov. 22nd meeting. She has written up a notice for the Bridgton News and the Warrant for the meeting. There was discussion concerning article 3. Adjustments were made concerning account balances and charges as follows: 1)Moved by Mr. Willey: $3,500 for Lawyer Drummond Woodsum debited to Code Violation be moved as follows: $1,100 to be charged to Town charges and $2,400 to be charged to Contingency account. (voted 2-0) 2)Moved by Mr. Willey: $2,542 for Rob Drew for clean-up of Knights Hill Road property debited to Contingency be moved to debit the Rubbish account and the $400 deposit for metal salvage be deposited into the rubbish account. (voted 2-0) 3)Moved by Mr. Willey: $247.35 for Elaine Lemieux for Town Office Sign debited to Town charges be moved to be debited to Town Office Building account. (2-0) 4)Move by Mr. Willey: $450.86 debited to Town charges for materials be moved to be debited to Town building maintenance. (2-0)

Mr. Noble returned 3 food vouchers given to the town for distribution to needy citizens to Jane Gibbons, treasurer of the Sweden Community Church. Mr. Noble stated that he had been advised by the Department of Human Services that if he distributed the vouchers he would be in violation of separation of church and state. Ms. Gibbons accepted the vouchers on behalf of the church.

Winter Roads: Mr. Willey moved to rescind the previous vote concerning purchase of sand from Hatstat and to purchase sand from Murch because we are sure of a fixed price and availability. (2-0)

Historical Society: A request for funding for bat-proofing the Brick School house was received from Richard Lyman. Mr. Willey will discuss this with Mr. Lyman. An estimate had been received in May. It is believed that there is $6,300 remaining from the Heritage Fund.

Mr. Noble and Mr. Willey will put up road signs on a voluntary basis. Ms. Gibbons reported that Elaine Lemieux had donated a sign for the outside of the Town Hall for Election Day saying Vote Here Today. She also reported that she had recruited 3 additional people to help with the counting after 8 p.m. on Election Day. (Alberta Ridlon, Miriam Gibely, and Tracy Ludwig) They will be volunteers whereas the clerks serving on 4 hour shifts will be paid minimum wage. Mr. Noble will see about supplying refreshments for the workers.

The Minutes of the Oct 7 and 14th meetings of the Board of Selectmen were accepted.
