Minutes, Board of Selectmen, Sweden, ME

October 14, 2008

Present: Selectmen Willey, Jones, and Noble, D. J. Curtis, John Clifford, Heather Hoover, Jane Gibbons

Meeting was opened at 7:09 with the Pledge of Allegiance. The Warrant was signed. Tax Committee: Mr. Jones has arranged for the Tax Committee to meet with Tax Collector Frances Flint on Oct. 25th.

Mr. Noble wrote a letter of resignation from the Board of Selectmen to be effective at the end of this meeting. He stated that he would help as much as possible until a new Selectman takes office. Mr. Willey moved to accept his resignation and expressed appreciation for all the work that Mr. Noble had done to help the town. His resignation was accepted (2 voted yes, Mr. Noble abstained) Ms. Curtis pointed out that the rubbish collection account would be overspent due to the added fuel surcharge. Mr. Willey moved that a Special Town meeting be held on November 22nd at 9 a.m. to elect a new Selectman and to address the rubbish short-fall. Voted (2 yes, one abstention) Ms. Curtis will call Ed Ryan and offer a fee of $35. She will draw up the warrant for the meeting. She gave information about the Fire Department expenses. She gave out a draft of next year's appropriations which included a 3.5% salary increase, a total of summer and winter roads remaining the same, and an increase in the rubbish collection account.

Winter Roads: Mr. Jones moved that sand be purchased from Hatstad with a bid of $525 a yard. (2 yes, Mr. Willey abstained)

Heating Oil: Mr. Willey moved to go into a contract with Malloy which would be 2 cents over cost with no charge for delivery. Voted 3-0.

Lights on the Fire Chief's vehicle:  John Bassett does not have the insurance the town requires to remove the lights from one vehicle and install them on another. Mr. Willey moved that Shawn Adams be hired to replace the lights when we see his insurance. (2 yes, Mr. Noble abstained)

The court will be moved from Bridgton to Portland.

Ms. Gibbons announced that Dog licenses for 2009 are now on sale.

Mr. Willey moved to appoint Warren Noble as Fire Chief for the Town of Sweden. (2 yes, Mr. Noble abstained) Mr. Noble plans to attend Selectmen's meetings to keep the Selectmen up-to-date on Fire Department issues.
