Minutes of the Board of Selectmen - Town of Sweden

May 27, 2008

The Meeting was called to order by Selectman Willey at 7:00 with the Pledge of Allegiance.

Present were Selectmen Willey, Jones and Noble, Administrative Assistant DJ Curtis, Clerk Gibbons, Scot Hatch of the Pulpit Rock Trail Blazah's Club, Fire Station Building Committee members Duve and Smith.

The Fire Station Building Committee has stated that the public Information Meeting to be held May 31 is primarily for the Fire Station Building Committee to make its report. They requested that the Selectmen make any other presentations about Winter Roads after their 3 hour presentation. Selectmen Willey and Noble agreed to make their presentation at the end of the Information meeting. Selectmen Jones preferred that the Winter Roads presentation be made at the beginning of the meeting. It was decided that DJ Curtis did not need to be at the meeting. Mr. Duve stated that he would encourage people to stay for the Selectmen's presentation.

Scott Hatch of the Pulpit Rock Trail Blazah's Club discussed ATV use of town roads that have been discontinued with public easement and are currently still considered Town Roads. They want to connect trails on private land for which they have been granted permission to access. State approved trails are limited to ATV use unless the land owner states that others can have access and state which kind of vehicles can use the trail. For instance heavy trucks that would damage ATV trails might be limited. ATV trails typically open May 15th and stay open until there is sufficient snow for snowmobile use. A sample contract was given and will be revised by the Selectmen to be presented at the next meeting, next week.

D. J. Curtis (1) stated that there is $19,000 in the check book and that the line of credit should be available within 2 weeks. A major regular monthly school payment must be made soon. (2) The MMA Insurance application needs to be signed. (3) Mr. Noble was given the Fire Association monthly statements. (4) Winter Roads: We were over Budget $17,000 to date. A contract payment for $10,000 is due soon in November and December. By the end of December we will need $52,000. Mr. Willey moved that the article in the warrant state that the Selectmen suggest $27,000 be appropriated from taxes, $16,000 be taken from surplus and $10, 000 be transferred from the Summer Roads account to the Snow Removal account. Voted 3- 0.

Knights Hill Road Compliance Issue: A court date of May 28 in Bridgton was set. Selectmen are to meet the lawyer at 8:30 a.m.

Roads: Mr. Noble will ask Mr. Robbie Drew to sweep the roads.

Rubbish Contract: A copy of the contract will be given to Mr. Steve Adamson and he will be requested to attend the next Selectmen's meeting.

Minutes of the May 6th meeting were approved as written. (3-0)

Mr. Noble stated that a two sided sign identifying where the town office is located will cost . The company is Enigma Signs, David and Elaine Lemieux. Voted (3-0) Mr. Noble had received a bid of $695 for two additional track lighting units for the office area. Mr. Noble will experiment with adding two more lights to the existing track. Mr. Willey has a mirror to donate that he will install in the bathroom. Mr. Noble will try to secure the film for the window covering. Ms. Gibbons reported that two Sweden residents employed by First Impressions Cleaning Service had cleaned the office today.
