MINUTES FOR SELECTMEN'S MEETING Tuesday, June 12, 2007

 

Attended by Ted Harris, James Willey and Bill Jones. Also in attendance was Carroll Murphy, Wayne Miller, John Clifford, Earl Buker, Frances Flint, and DJ Curtis.

1. OPENING: The meeting opened with the pledge of allegiance to the flag.

2. WARRANT: The Selectmen tended to reviewing and approving the Warrant presented by Treasurer, Frances Flint.

3. ADMINISTRATION/FINANCIAL ISSUES:

a. DJ discussed the Tax Anticipation Note Line of Credit (TAN LOC) with Norway Savings Bank. Ted said he would call the Town's Attorney, Buzz Pratt, to try to speed up his letter to the bank. When the bank receives this letter from Attny. Pratt, they will proceed with the loan.

b. DJ discussed the progress the accountant is making with the town's annual audit.

c. Fran Adams notarized a quick claim deed for Carroll Murphy who is purchasing Cheryl Ezell's property.

d. DJ discussed the tax rate calculation for 2007 and that she would be meeting with Denis Berube from O'Donnell Assoc. on Wed. 7/13/07.

4. METAL PICK-UP

a. The Selectmen discussed the bulky waste pick up and the waste contract adjustment requested by SJA & Sons.

5. TRULL BROOK BRIDGE:

a. The Selectmen discussed the bridge repair contract and time frame expected. A deposit of $7,500.00 will be needed on the next warrant, 6/26/07. The work is expected to begin on 7/9/07. It is expected to take two weeks to complete repairs on the Trull Brook Bridge.

6. ROADS:

a. The Selectmen discussed the beaver dams on Smarts Hill. John Clifford discussed trapping options and the season to do it. He reviewed his past trapping successes and the re-emergence of the beavers.

b. The Selectmen discussed the road maintenance on Marr Road, it is washed out on the Ridlon Road side.

c. Ted said Rob Drew recommended spending $3,000.00 for patching and grading.

d. John Clifford said he would see Rob on grading Troll Brook Bridge to Route 93.

e. Wayne Miller discussed the progress with FEMA. He said there was a big improvement from the 2005 storm to the 2007 storm in the handling of the paperwork. FEMA and Wayne visited sites on 10 roads. Wayne reported that he completed "PDA", Post Disaster Analysis, and that there is potential damage of $66,000 including debris removal. Sweden will be eligible to receive 90%, 75% from Federal Government and 15% from the State.

f. Wayne reported that the worst roads hit by the storm are Marr Road, Trull Brook Bridge Road and Weber Road.

g. Wayne reminded the Selectmen that all bills for these repairs must be marked "FEMA" and all slips from the quarry must say where it was dumped. Also to make sure all FEMA files are kept separate for 2005 and 2007 storms.

h. Wayne said he would provide the Selectmen with all copies of the FEMA reports.

7. KNIGHTS HILL ROAD COMPLIANCE PROBLEM:

a. Ted reported that the town's attorney is working on taking the property.

8. MMA INSURANCE:

a. DJ reported she would be mailing the town's insurance application without the auditor's report. The audit will be sent to MMA as soon as it is received.

9. POLLING PLACE ACCESSIBILITY:

a. The Selectmen discussed the polling accessibility needs for the Town Hall.

10. FIRE STATION STATUS:

a. Ted said the committee was supposed to report to the Selectmen with an update on the status of the new proposed fire station, but no one has come in. He will contact the committee and request an update.

11. BRICK SCHOOL HOUSE:

a. The Selectmen reported that they are waiting for Tom Goodman to update them on the Brick School House repairs. 12. OPENED MAIL and ADJOURNED the meeting at 8:00 pm.
